Subject: Declaration of Holiday on 14th April, 2011- Birthday of Dr.
B.R. Ambedkar.

It has been decided to declare Thursday, the 14th April 2011, as a
Closed Holiday on account of the birthday of Dr. B.R. Ambedkar,
for all Central Government Offices including Industrial
Establishments throughout India.
2. The above holiday is also being notified in exercise of the
powers conferred by Section 25 of the Negotiable Instruments
Act, 1881 (26 of 1881).
3. All Ministries/Departrnents of Government of India may bring
the above decision to the notice of all concerned.

Sub : Discontinuation of 'Certificate of Posting'

Under the provisions of Rule 195 of the India Post Office Rules, 1933
'Certificate of Posting' is granted to the public to afford an assurance that
letters and other articles for which no receipts are granted by the Post
Office and entrusted to servants or messengers for posting have actuall
been posted.

It has since been decided that 'Certificate of Posting' may be
discontinued immediately.

A copy of Gazette Notification No 58(E) dated 31.1.2011 deleting the Rule
195 of the Indian Post Office Rules, 1933 regarding 'Certificate of Posting' is
enclosed for informatin and necessary action.
This may kindly be brought to the notice of all concerned for strict
compliance.
The receipt of this communication may also be acknowledged.

Dearness Allowence Increased

In a bid to provide relief from inflation the government today increased Dearness Allowence(DA) by 6 per cent. This will benefit 50 lakh government employees in addition to 38 lakhs pensioners.

Presently the DA is paid at 45 percent of basic pay. Effective from January 1 this year, the Dearness Allowence would stand enhanced to 51 percent triggering a further change in the allowence structure for instance payment like Conveyance Allowence, Children Education Allowence and Special Compensatory Allowence will also increase by 25 per cent.

The Consumer Price Index (Industrial Workers)which is the basis for revisiting Dearness Allowence was 9.47 percent in December and 9.30 percent in January.

Know Your Customer (KYC)

In order to prevent identity theft, identity fraud, money laundering and terrorist financing Reserve Bank of India (RBI) had directed all financial institution to put in place a policy frame work to know their customer before opening any account.


Mandatory details required under KYC norms are Proof of Identity and Proof of Address.


Following documents can be accepted as proof of Identity:-

1)Votes's ID card
2)PAN Card
3)Driving Licence
4)Passport

Following documents can be accepted as address proof

1)Electricity Bill
2)Telephone Bill
3)Ration Card
4Letter from the employer or any recognised public authority certifying the address.

KYC Norms are relaxed for No-Frill Accounts . Such a/c would have the characteristic of zero balance with limited transaction facility.

'We have now taken post offices to every citizens of the country through Internet' - Kapil Sibal

Honorable union minister for communication and Information Technology Mr. Kapil Sibal, launched 'e-post office' the e-commerce portal of india post. The portal will enable the customer to transact postal business any time and from any where by using either debit card or credit card through the medium of internet,



The content of the portal is in english language. The next version of the portal is expected to be launched in Bengala and kannada language.
