GOVERNMENT PLANS TO SEPARATE INDIA POST’S FUNCTIONS

The government is planning to separate the functions of policy making, regulations and operations of the over 150 year-old Department of Post (DoP)
.
Sources in Ministry of Communications and IT said Kapil Sibal has asked for setting up a body to oversee the unbundling of DoP's functions.

An independent body named Postal Development Board (PDB) will be responsible for the overall development and governance of the postal sector, they added. The PDB will also draw a road-map for unbundling of postal department functions
.
"The idea is to develop Indian postal sector as a full-fledged market, bring in more service providers to enhance employment and contribution to nation's GDP," a senior ministry official said.

A recent review meeting of the entire sector, chaired by Sibal, found that in some European countries' the sector contributes between 0.6-0.9 per cent of their GDP.
However, the contribution of the estimated Rs 15,000-crore Indian Postal sector is much lower. Private players have been demanding unbundling of the department's functions for a level-playing field and growth of the sector.

At present, DoP -- which has around 5 lakh employees -- is the sole body responsible for policy making, regulations and providing postal service.

The over 100-year old Indian Post Office Act, which governs the sector, bars any individual or entity from delivering letter for commercial purpose.

The business of private courier companies is built around delivering documents, parcels and others items which do not fall under the category of 'letter'.

Sibal has asked DoP to create a framework to support small and medium postal operators and new models to encourage entrepreneurship in the sector.

The minister has also instructed DoP to constitute a Postal Advisory Board (PAB) which should have representation from government, industry players, academics and other stakeholders.

The role of PAB will be to provide inputs to PDB on policy matters. PDB will be set up under Secretary (Posts) and will include Secretaries of Department of Economic Affairs, Department of Electronics and Information Technology, Department of Commerce and two members from Postal Services Board.

The hon'ble CAT Bench Chennai, in its judgment dated 22.06.2012 in OA no 72/2012 filed by Smt R.Kamakshi, OA O/O SSPOs Chennai city Central Dn against the orders of the administration refusing her declination to AAO promotion, has ordered that when the employee is not interested in promotion, the appointing authority shall not compel the employee to accept the promotion and proceed to join the place of posting.The CAT also observed that the said compulsion is violation of fundamental right of the employee.

Steepest fall in postal dept deficit in 10 years

Gap between revenue and expenditure narrows by Rs 550 cr, dept's revenue up 13%

Mirroring signs of revival, the Department of Posts (DoP) has registered the highest decline in deficit in more than 10 years at Rs 550.73 crore in 2011-12 on the back of increase in revenues, mainly from financial services.

Total revenues of the department in 2011-12 rose by 13.62% to Rs 7,910.51 crore while expenditure stood at Rs 13,705.4 crore, leaving a deficit of Rs 5,794.89 crore.

In the previous fiscal, DoP had revenues of Rs 6,962.33 crore and expenditure of Rs 13,307.95 crore, reflecting a gap of Rs 6,345.62 crore.

DoP's deficit had jumped over 80% to 6,641.30 crore in 2009-10 from 3,593.09 crore in 2008-09 due to implementation of the Sixth Pay Commission's recommendations.

"In the last one year we have developed an integrated strategy to make India Post, commercially and socially relevant. The financial performance of the last year indicates that we have succeeded to an extent. But a lot more need to be done," Minister for Communications and IT Kapil Sibal told PTI.


According to the Financial Performance report prepared by Department of Posts for 2011-2012, revenues from financial services grew by 20.8% at Rs 4,304.07 crore in 2011-12 compared to Rs 3,562.77 crore in FY'11.

Revenue from postal operations grew by 6.08% to Rs 3,606.44 crore in 2011-12 from Rs 3,399.56 crore it registered in FY'11.

Sibal said that he is expecting revenue of DoP to grow by 20% in the current financial year.

"This financial year we are targeting revenue increase of plus 20%. I am happy that India Post is moving in the right direction. Now we need to increase our speed," he said.

DoP has appointed Boston Consulting Group to prepare an appropriate business structure for the emerging and premium services of India Post.


The postal department has floated expression of interest to appoint a consultant for preparing detailed project report (DPR) of its ambitious Post Bank projects and this report is expected to be finalised by end of this calendar year.

"The Post Bank project will rejuvenate financial services offered through post offices," Sibal said.

DoP has already announced to set-up 1000 ATMs across country as part of its financial services.

Sibal has also asked DoP introduce premium logistics services in select 80 to 90 cities within six months to tap the expanding e-commerce market in the country and enhance its revenue by 15%.

In its ongoing transformation process, the department entered into a partnership with state-run telecom company BSNL to provide money order service using mobile phones for which it expects to start pilot project by September.

MONEY ORDER FROM MOBILE Coming Soon-BSNL All Set To Launch SMS Based Money Transfer Service with India Post


NEW DELHI: The postal department has entered into a partnership with state-run telecom company BSNL to provide money order service using mobile phones.

"The Department has signed an agreement with BSNL for providing money remittance throughmobile phones," Department of Posts (DoP) said in an official statement today.

As per the pact, BSNL has been provided with the requirements of DoP for development of the software.

A DoP spokesperson said the software development is going on and rollout of the pilot is expected in August-September 2012.

Initially, a pilot of the service will run for a period of 6 months in Punjab, Bihar, Delhi and Kerala Circles, the statement said.

Expected DA from July 2012

AICPIN for the month of May-2012 and June-2012 are yet to be released. Still,it is expected that the rate of increase in DA from July-2012 will be minimum 7%. The existing Dearness allowance is 65% and it will become as 65% + 7% = 72%.w.e.f July-2012.

SBI waives minimum balance criteria for savings bank account

In order to attract new customers, State Bank of India (SBI) has done away with minimum balance criteria for saving banks account.

The bank will not levy any charge for breaching minimum balance criteria.

The facility is available to existing customers also, SBI said in an advertisement.

For the normal SBI savings account with cheque book facility, a customer had to maintain a minimum balance of Rs 1,000 in his or her account failing which it attracted penalty.

There are certain saving account products of the bank where the minimum monthly balance is as low as Rs 50. Depending on features and facility, the minimum average monthly balance varies.

The waiver would help the bank in improving customer base, an official said, adding, it will also help the bank inc generating low cost deposits as the savings bank account earns interest rate of just 4 per cent.

6 New Postal Training Centres to start in 12th Plan period.

VADODARA: The department of posts will start six postal training centres (PTCs) across the country during the 12th Five Year Plan. Kamleshwar Prasad, member, human resource development in the Postal Services Board, New Delhi informed media persons here on Sunday.
Prasad was in the city to inaugurate golden jubilee celebrations of PTC, Vadodara and release a special cover to mark the occasion. He informed that at present the department has six full-time training facilities across the country, including PTC, Vadodara to meet the requirement of a workforce of five lakh.
"We are adopting National Training Policy 2012, which will provide all employees of the department three career development opportunities. This centres will be helpful in providing training to the workforce," he said, adding that the department is also moving ahead with its plans to go for complete computerization of post offices.

"This should be implemented by end of this year or early next year," he said. At present, there are nearly 1.55 lakh post offices across the country of which 9,500 are in Gujarat.
The PTC at Vadodara was established on July 1, 1962 to cater to the training needs of postal employees of Gujarat, Maharashtra and Madhya Pradesh postal circles.
The centre had started its functioning from a rented accommodation provided by Gujarat government on the premises of Karelibaug-based mental hospital. It was in 1985 that the centre was relocated to its present premises, opposite Harni airport. At present, it has a capacity of handling more than one lakh trainee days in a year.
